Statement of Exemption

Rabu AI is exempt from the record-keeping requirements set forth in 18 U.S.C. § 2257 and 28 C.F.R. Part 75.

The basis for this exemption is that Rabu AI does not produce, create, or distribute any visual depictions of actual human beings engaged in sexually explicit conduct as defined in 18 U.S.C. § 2256(2).

AI-Generated Content Only

All content on the Rabu AI platform — including all characters, images, and generated media — is produced entirely by artificial intelligence. Specifically:

  • All characters depicted on Rabu AI are entirely AI-generated and fictional.
  • No real human beings are depicted in any content on our platform.
  • Our characters are not based on, derived from, or modeled after any specific real individuals.
  • No real human performers appear in or contribute to any visual or written content generated by our platform.
  • Rabu AI does not produce, direct, or distribute any content involving real human sexual activity or real human performers.

All Users Must Be 18 or Older

While Rabu AI is exempt from 18 U.S.C. § 2257 record-keeping requirements, we maintain our own strict age verification and access controls. All users of Rabu AI must be 18 years of age or older. We do not knowingly permit minors to access our platform. See our Underage Policy for details.

Exemption Basis Under Federal Law

18 U.S.C. § 2257 and its regulations apply to producers of visual depictions of actual sexually explicit conduct involving real human performers. Because Rabu AI's content is entirely AI-generated and does not involve real human performers or actual sexually explicit conduct by real people, the record-keeping and labeling requirements of 18 U.S.C. § 2257 do not apply to our platform.

This exemption is consistent with the plain text and legislative intent of 18 U.S.C. § 2257, which was enacted to combat the exploitation of real individuals — not to regulate entirely fictional, AI-generated content.

No Minors Policy

Notwithstanding our exemption from 18 U.S.C. § 2257, Rabu AI maintains an absolute prohibition on any content that sexualizes minors, whether real or fictional. All AI characters on our platform are adults. Any content depicting or describing minors in a sexual context is strictly prohibited and will result in immediate account termination and reporting to appropriate authorities.
